Strip Club Slowdown...

Well it's that time of the year again...

...when everything slows down because of the nice weather. Everyone comes in much later because it's so damn nice outside.
Sorry it's been so long since I blogged. I hadda take care of some things, like look 4 some missing people in the industry. It's not like it happens all the time around here, but people have been asking about a couple of missing Black strippers. Seems like people don't give a damn about missing strippers (Especially if they r BLACK), even though they r someone's daughter &/or mother.

I went 2 some of my connects about this, but I came up empty... for now.

Anyhoo, 4 the next few months it will b pretty slow (not dead, though) in the strip clubs. People r not gonna come in until after dark, which is kewl during the Fall & Winter, but sucks during Spring & Summer (especially Summer).

The VIPs r slowin' down, 2...

But still bringing in some $$$.

$$$ has been tight 4 awhile (@ least since Dubya Bush was 1st in office. Oh how I miss "The Clinton Years."), so unless it's a special event, like The ACC Tournament or The Furniture Market (Always made a killin' during that), business won't pick up 4 awhile.

More "Stripper Tales" cummin' soon...

Gettin' into porn...maybe

Another question...

Here's another ? 4 ya...

"What 'upscale' strip clubs in G'boro harrass Black dancers until they quit or get 'fired'?"

Here's a hint:

It's not ANY of the Black strip clubs in the city.

"Upscale" in G'boro is just another word 4:

"No Colored allowed."

Trust me, I've seen it UP CLOSE & 1st hand & it's F*CKED UP!

ALL DANCERS OF ANY COLOR R SEXY!!

A Question....

Here's a question 4 everyone:

"What 'strip club' has their dancers on a pimp-style 'lock-down' in Greensboro?

Here's a hint:

The club in question IS NOT SUPPOSED 2 B A STRIP CLUB!

Pimpmaster "Magic Don Juan"...

Pimps r BASTARDS!!

I'm n luv w/ a Stripper, Pt. 2...

Fellas...

Why is it when u come 2 the club u want 2 fall in luv w/ 1 of the dancers?

I know that many r fine as Hell, but keep in mind that 4 them, it's a BUSINESS!

They'll luv u as long as u TIP THEM!

After that, they'll move on 2 the next customer. Just like they r supposed 2.

Now once in a while, the feeling r reciprocated. It happens. They catch feeling 4 u 2 & everything's lovely, right.

WRONG!

The minute that happens, u know what u r gonna do?

Get them 2 stop stripping.

But rent& the bills r still due. I know, I know, u'll "take care of them."

How long will that last until they leave u 2 make their own $$?

Take it from me, DON'T FALL IN LUV WITH A STRIPPER!

It'll break your heart...

Damn, been busy...

I've been busy as f*ck lately!

The ACC Tourney (Carolina lost! DAMN!) has been a MONSTER 4 the biz in NC!

Things will slow down, though. The Spring and Summer Seasons SUCKS 4 strip clubs in NC during the weekday.

The clubs made a killin'!

The girls made a killin'!

The DJ made a killin'!

Even I made a killin' (In tips from the ladies! Thank u, girls!)!

Of course on Thursday, u had your occasional patron gettin' drunk as Hell, but that was handled.

All & all, a good week...

I'm n luv w/ a Stripper (Well, not ME...)

This is 2 all of the customers that fall in luv w/ the dancers.

Enjoy!

Tyra Banks Does More Than Talk on TV Show

Mon Feb 27, 5:52 PM ET

Tyra Banks really throws herself into her job as a talk-show host, often in ways only a recently retired supermodel can.

On Wednesday's show, for instance, Banks will be shown going "undercover" as a stripper at a topless club, although the former Victoria's Secret model stops short of complete disclosure. In the past, she's posed as a Las Vegas showgirl and used her face as canvas for makeup lessons.
The stripper segment, she said, was the result of hearing friends and viewers express frustration about the men in their lives spending time and money in strip clubs.

"When I found out the majority of business is from males from married homes, I wanted to go inside the minds of the men who frequent these clubs. I wanted to see and hear why they went. And the only way to do that was to go undercover and see for myself," Banks said.

Having Banks strut her stuff incognito as a dancer (named "Chanel") can only be a ratings plus for the syndicated "The Tyra Banks Show," exactly the point in a sweeps month used to set local TV ad rates (check local listings for time).

But Banks, 32, said she considers her program, which typically draws a heavily young and female audience, a vehicle to educate as well as entertain.

For one segment, she donned an elaborate disguise that turned her into a 350-pound woman and then ventured into stores and on blind dates to test people's reactions to obesity.

"I feel like it's the last form of discrimination that's openly acceptable. I wanted to experience that firsthand to share that with my audience," Banks said. She also did a show in which people confronted their phobias (for her, it's dolphins and birds).

There are further issues she wants to explore, she said, both through her show and the Tyra Banks Foundation, which sponsors an annual summer camp program intended to help boost self-esteem in girls.

Women can "have a hard time trusting each other. ... It's something very important to me to change that," she said. Encouraging self-sufficiency is another goal.

"I think that's very important, whether you're a housemom or a working mother, that you have that independence so you're not stuck in a situation you're not comfortable in for financial reasons or emotional reasons," she said.

Banks lacks the therapy credentials for such topics she brings experts on her show when the going gets deep but she's certainly got the resume of a successful woman.
She started modeling at age 15 and ended up smashing boundaries: She was the first black model on the covers of Sports Illustrated's swimsuit edition, GQ and the fabled Victoria's Secret catalogue.

Before she jumped into the talk show arena as host and producer, she successfully launched "America's Next Top Model," the UPN reality series which may end up with even more clout when the network merges with WB to form the new CW network.

Did she imagine her career would extend beyond modeling?

"Yes," she said, laughing. "When I was 18 years old I was doing an interview for Italian television and I told them I was going to have my own talk show. I try to teach my girls on 'Top Model' that modeling is temporary and you have to find what your true passion is.'
"And I found out this is mine," Banks said of her daytime show.

She took her last runway stroll for the Victoria's Secret show last December, finally deciding to shut the lingerie drawer on modeling. Does she regret the decision at all?
"Oh, gosh, no. I have no second thoughts. My mom told me to always leave at the top, and that's what I did."

Yep, it is 2 me, IMHO.

Double Vaginal Sex.

This is DEFINITELY GAY!

And I don't give a damn what ANYONE says about it.

That's also know as "crossing swords." (Credit goes to an episode of HBO's "Entourage" 4 the "crossing swords" comment.) How can a guy let another guy's cock rub against his, like 2 sticks of firewood?

It's only 2 girls and a guy 4 me, and I'M the ONLY guy in the 3-way!

What's goin' on over on Wendover?

I'm sure anyone that's living in G'boro knows about the adult business situation in the city.

I recently read that a new adult bookstore has opened up on Wendover.

IN THE SAME BUILDING AS CHRISTIE'S CABARET!!

WHAAAAAT?

Didn't Xanadu Video & Boutique move down the road because it wasn't supposed 2 b in the same building as a strip, excuse me, GENTLEMENS CLUB?

Christie's is kinda sensitive about being called a strip club.

Even though that's EXACTLY what it is, albiet a fancy, high $$$ 1.

Does Christie's know something that most people in the strip club business in the city don't know?

We'll c...

Wanna know something?

I luv working in the strip clubs.

U wanna know what a stripper told me the last time I had 1 @ the house?

CUM GET SOME, BABY!!

YEAAAAAH!!!

I luv working in the strip clubs...

Players Club Reopened?

Well, well, well...

I was driving down High Point Rd. in G'boro last night when I noticed some cars outside The Players Club.

I guess Johnny-Boy reopened it.

Word is, his old manager ripped him off some $$$ about the same time they had that shooting there a few months back.

Ya know, the 1 where the 17-yr old kid got shot in the head (He survived.) in the parking lot.

It looks like Johnny has 9 lives like a kitty-cat.

I might have 2 go up in there & c what's up...

The biggest question ladies have when their b-friends as 4 the ass (literally) is this:

Does it hurt?

OF COURSE IT DOES!!

Even if u grease it up!

Now b4 u asked, NO!! I DO NOT KNOW FROM PERSONAL EXPERIENCE!!

Anal ain't my thing.

But some girls I know (strippers, mainly) just LUV IT!!

I do have 1 question 4 myself, though:

How come skinny girls like anal more than girls w/ a big booty?

Strippers and their Boyfriends...

1 of the worst things my tired ol' eyes have seen is how many stripper fall for the wrong type of guy.

In porn, there's a term called, "suitcase pimps." These guys usually bring in the bags of the porners when they come 2 dance @ a strip club. Then when they pick them up, they usually take the $$$ as well. That's if they even leave.

This describes many of the b-friends 2 a T!!

They r always arguing w/ the girl right b4 work, which puts the dancer in a bad mood 4 the whole night.

In some cases, there is physical abuse. In many more cases, the abuse is mental.

It's like they hate them dancing, but luv that $$ coming in. Most of the time, they don't have any job & the dancer is their sole source of income.

A real f*ckin' gentleman, huh...

Many strip clubs, if they r smart, ban boyfriends from coming into the club in the 1st place. Most people familiar w/ the industry know that this is a good idea. The problem is that some stripper boyfriends usually worm their way into the club by getting friendly w/ the staff or the manager &/or owner. Then it's like he becomes a semi or quasi-employee, doing favors 4 the staff &/or management.

In other words, generally kissing ass.

4 the few who don't get violent w/ their girls, they don't care as long as "the $$$ train" keeps on rolling on the tracks.

Then they find out that their girl was feeling up on the DJ or bouncer or something & want 2 go ballistic in the club.

Bad move.

Real bad.

2 the strippers that have caring boyfriends (& there r caring stripper b-friends out there.), this does not apply 2 u.

4 the 1's that have their "suitcase pimps,"

DON'T BRING HIM IN THE CLUB!
HE WILL GET HIS ASS KICKED!!

Sex & The Stripper...

U r probably wondering what strippers want in sex.

Most girls r actually pretty tame, 2 b honest.

I mean, u have the girls who like 2 "freak it," but most run along the lines of what is known as "vanilla sex."

And if ya REALLY want 2 know what's up, a stripper would probably want a meaningful hug.

Sorry 2 disappoint ya...

Countdown Over! D-Day is here.... and gone?

Well, if u haven't been keepin' up w/ the details, the Fed judge put the kibosh on closing or even fining adult businesses in G'boro. The last day was February 3, 2006 & the deadline or 2 put it better, the "massacre" was supposed 2 start Feb. 4 (this past Saturday), where ALL ADULT BUSINESSES were supposed 2 b shut down. We're now back where we started in 1999 when this whole bullsh*t train started almost 7 years ago!

Is anyone surprised?

No 1 knows when the next court date will b yet, but it'll b (according 2 The G'boro News & Record) @ least 4 months away.

What's my prediction of the eventual outcome?

Not a damn thing will change!!

More on this later...

More "Stripper Tales" coming soon...

I know that I've been gettin' slightly off-topic (I mean talkin' 'bout strippers & pornstars.) lately, but I'll get back on track soon. There was just so much sh#t out lately.

Until then, take a gander @ these lovely ladies that The City of G'boro is trying 2 stop u from c'ing:

Damn, I luv b'ing a Hetrosexual Male!

I want my T & A!

2 all of the people that want their ADULT ENTERTAINMENTin G'boro, tell The City Council http://www.greensboro-nc.gov/CityGovernment/council/default.htm that u r gonna do 1 thing:

Nuff said...

Sunday, January 29, 2006

I told ya so!!

I WANT MY T-N-A!!!

Well, well, well,....

It looks like we're back @ SQUARE 1!!

The city tried 2 b slick, trying 2 get the judge 2 go 2 trial & render a decision THE DAY B4 THE DEADLINE!

That's F*CKED UP!

All the city has 2 do is 2 is 2 say that any NEW ADULT BUSINESSES that wish 2 open r within the new rules.

THAT'S ALL!!

Sexually oriented businesses remain in place pending suit.

By: Eric Swensen, Staff Writer

GREENSBORO -- Greensboro won't enforce a law requiring most of the city's sexually oriented businesses to close or move while waiting for a federal court ruling on a lawsuit challenging the ordinance. A group of adult businesses filed a federal lawsuit in December arguing the rules are unconstitutional. The city had set a Feb. 3 deadline for sexually oriented businesses to comply with the rules, which would have required most of the businesses to move or close.

A federal judge told both sides this month that he wouldn't hold a hearing on the adult businesses' request for a temporary injunction, said Assistant City Attorney Blair Carr. Instead, the judge asked the city not to enforce the regulations and asked the two sides to agree on a date for an expedited hearing on the case. No trial date has been set, though Carr hopes the trial will begin in four months.

City Council in 2001 voted to ban sexually oriented businesses within 1,000 feet of churches, day-care centers, parks or property zoned residential. The vote also eliminated rules allowing sexually oriented businesses that didn't meet the new regulations to stay in their existing locations, giving them two years to close or move. City Council amended the rules in 2004 to allow sexually oriented businesses on land zoned heavy industrial and gave the businesses until Feb. 3, 2006, to comply.

The adult businesses argue the city's rules are unconstitutional for curtailing their free speech and expression rights and restricting speech based on its content. They also argue the rules were adopted despite a lack of evidence that further regulation was needed. Attorneys for the city have said Greensboro can regulate the businesses' locations because the rights of neighbors to be free of increased crime and other effects of the businesses outweigh those businesses' free-speech rights.

===========================================

The city REALLY screwed up when they had 2 add heavy industrial areas 2 the zoning regs. They (The City Council) pretty much admitted that they r trying 2 close down & run the adult businesses out of town w/ that lil' addition..

This has been going on since 1999 & it ain't stopping any time soon.

I guess it's OK 4 the city (Which is actually OUR tax $$$.) 2 pay $400,000.00 4 a "private" park that we (the people) can't use w/o permission, or pay out $70,000.00 4 an investigation against the GPD, which we can't c BTW, but adult businesses r supposed 2 b evil.

Yeah riiiiiight...

==========================================

Undercover: A police force full of secrets

By Lorraine Ahearn, Staff Writer

GREENSBORO - On a warm Friday night last June, Lt. James Hinson pulled his unmarked cruiser away from The Grande cinema after stopping to chat with a friend, and once again noticed the tan Dodge van behind him. Pulling over his Crown Victoria until the van passed, Hinson later recounted to his lawyer, he called in the van's tag number: WVW 7205. The tag was "not on file" -- indicating it was part of an undercover operation. But Hinson had already guessed that.

He'd recognized the van's driver.

It was Randy Gerringer, a private investigator he knew had been rehired by the Greensboro Police Department to work in the Special Intelligence Division (SID). The increasingly hush-hush unit had been moved out of the chain of command to report directly to the deputy chief. It had also gained a nickname among the ranks: the "secret police."
Hinson, now on his guard, would quickly return to The Grande parking lot. Moments later, he was to find a tracking device planted inside his bumper.

The scandal had begun.

Seven months later, an ensuing cover-up that cost two top commanders their jobs and forced Chief David Wray to resign last week now leaves city leaders with another worry: What else had the "secret" police been doing? As the FBI confirmed Friday that it will launch an inquiry into possible civil rights violations against a host of officers, there had been no details released yet from the second report on a city-ordered probe. But in the meantime, a series of interviews since the story broke in June gives a glimpse into the activities of the SID -- and a tangled back story of strippers, drug smugglers and police officers the covert unit sought to weave together.

Why the black book?

A photo lineup book of 114 black men, including at least 19 city officers became the latest smoking gun in the story when city officials confirmed last week that it not only existed, but had been hidden in former Deputy Chief Randall Brady's car trunk, allegedly on Wray's orders.

Wray countered in a written statement that the black three-ring binder had only been compiled and used to identify a suspect in a single case: A prostitute's complaint that a police officer groped and sexually assaulted her during a strip search last January. But City Manager Mitchell Johnson said investigators concluded otherwise -- that there were numerous instances of the book being shown to criminal defendants in an attempt to target black officers among the 19 pictured in the book. Defendants were told, in Johnson's words, "If you ID an officer, we might help you out.

"For instance, a topless dancer who was a co-defendant in a federal drug case was shown the photos sometime in 2004, a lawyer for one officer claimed last week. Walt Jones represents a veteran of the force who was caught in the dragnet and suspended for 10 months, but in the end disciplined only for a minor paperwork omission. The officer has not agreed to be named in the newspaper.Later, it was that same officer that the Greensboro dancer, now in federal prison in Kentucky, recognized while she was in custody and shown the book compiled by the SID, the officer's lawyer said.

Jones said Bridgett Holman Ekwensi, who in court records listed her job as a part-time dancer at Twiggy's Lounge on Davie Street, refused to cooperate with the SID. Had she offered "substantial assistance," Jones noted, she could have received time off her 30-month sentence for being a money courier in a $10 million cocaine ring based in Greensboro. But as an attorney for Hinson also affirmed last week, Ekwensi, 33, instead wrote a letter to the police officer's family saying she refused the deal.

David Wray resigned Monday as police chief. "She said, 'They showed me this black book, but I was not going to stoop so low as to make up a story on somebody,' " Jones said. "And evidently, she didn't. She's still in prison. "The warden at the federal prison where Ekwensi is housed has twice turned down News & Record requests to interview her. A spokeswoman cited "security concerns."

A bar manager at Twiggy's confirmed that Ekwensi had worked at the club. And according to court documents and public record databases, so did two other women the police unit tried to link to targeted officers including Hinson, whose photo did not appear in the black book. During the same time frame, Johnson said Friday, Wray had privately convinced the city manager that Hinson might be involved in a web of illegal activities including a major drug ring "and a missing person. "Wray was referring to Sonja Kingston, a stripper known as "Roxy" at both Twiggy's and Sugar Bares. She was arrested by Guilford County sheriff's deputies in a roadblock on Bryan Boulevard in 2001. Sgt. S.G. Parr said Kingston was headed toward the airport area and had cocaine, cash and a chrome pistol with the serial number filed off.

According to an Internal Revenue Service affidavit, Kingston, who was a friend of Ekwensi's, told an informer that the drugs seized by the deputies belonged to cocaine ringleader Elton Turnbull. A city probe would later reveal that Turnbull was the drug dealer whom the SID and a city vice officer would repeatedly pressure to implicate Hinson. At the time, the IRS agent wrote that Turnbull arranged for $6,000 in cash to bail Kingston out, and according to the sheriff's department, Kingston later vanished and is listed as a missing person. Meanwhile, a third woman who worked at Twiggy's, Laverne Mahdinec, was allegedly instructed by the SID to try to lure Hinson into a compromising situation, said Hinson's ex-wife, Beverly Hinson, after the investigation came to light last summer. Neither James Hinson nor his lawyer would comment on that incident.

Why the suspicion?

It's unclear when the unit first set its sights on Hinson, a high-profile member of the force, a former Police Officer of the Year and City Employee of the Year who advanced quickly under the administration of his friend, former police Chief Robert White.

In a grievance filed last January, Hinson complained about being followed, and being the possible target of an investigation by the "secret police."As to the "why" of the focus on Hinson, Wray held a news conference June 17, the same day he suspended Hinson with pay, and spoke cryptically of a joint drug case involving the Greensboro Police Department and other agencies. Wray said the "ongoing" case yielded "highly sensitive" evidence that he had up to that time been unable to act upon, but now had the go-ahead. Those statements, the city manager claims, were false.

In fact, the joint investigation to which Wray alluded was the 2002 case against Turnbull, in which a city vice officer assisted in the surveillance and arrest of the drug lord as he transferred a suitcase of money in the parking lot of a McDonald's on West Market Street, according to an affidavit. But it was a more innocent transaction, Hinson said last summer, that first brought the lieutenant under suspicion.

In forfeiture pleadings as the IRS prepared to seize Turnbull's extensive holdings, the signatures of Hinson and his ex-wife turned up on the deed of a rental house that they sold to Turnbull in 1999. Hinson argued that he thought Turnbull had a landscaping business, which Drug Enforcement Administration affidavits confirm Turnbull did use as a front. Those records also show Turnbull owned a property management firm, a Florida stable, four racehorses, six houses, seven SUVs, a time-share in the Bahamas and a private plane agents testified he used to fly cocaine out of a red-clay airstrip in Venezuela. But if Turnbull ever provided the SID with information on Hinson, it bore no fruit. The city manager said a criminal investigation of the matter cleared Hinson in 2003, as did an Internal Affairs review in 2004.

Moreover, Johnson claimed, former Guilford County District Attorney Stuart Albright's office told Wray that it would have no part in prosecuting Hinson, and that the department should take the case elsewhere. Albright, since appointed to a judgeship, has declined to comment, and Wray last week turned down interview requests on the advice of his lawyer. Who can be trusted? While reading the first of two reports from a city-ordered probe into Wray's department, Johnson said he felt "sick" at two points in particular in the 500-plus page file: first, when he read that the "black book" Wray professed no knowledge of turned out to be hidden in a car trunk; and second, that Hinson had been cleared by two thorough investigations in a year before Wray called the news conference and spoke of the "extremely complicated and ongoing investigation."At that same news conference, Wray also told the media that there was no credence to a complaint of continuing surveillance of Beverly Hinson.

In the days after the botched surveillance incident at The Grande, she called police about a suspicious van parked two spaces from her front door in a brand-new town house development. The van's driver was Art League, a retired police officer and private detective. Though he happened to employ Gerringer, the driver of the van the night at The Grande, League insisted he was outside the Hinson home on a completely unrelated investigation.

At Wray's news conference, the chief said he had thoroughly investigated Beverly Hinson's allegation, and that it was "classified as unfounded."But last week, Johnson said his investigators cast doubt on the veracity of Wray's finding, saying it was "irregular" and that Wray had ordered it wrapped up in time for his news conference. Contacted last week, Beverly Hinson expressed no surprise."There was something fishy about it," she said. "I wasn't born yesterday. You live with a cop long enough, you start to think like a cop.

"It was that lingering distrust, Mitchell Johnson said late Friday, that worries him most about the still unfolding story. "I've seen what happens when people in a city lose trust in their police," Johnson said. "I know what happened in Cincinnati. I know what happened in Los Angeles. "On the other hand, Johnson reminded reporters of who brought the "secret police" scandal to light in the first place, for both the media and City Hall. It was officers outside the scandal, of different ranks and races, who saw an abuse of power in the name of the law.

A $10,000,000.00 a year drug operation out of Lil' Ol' G'boro?

Who would have thunk it???

The way I heard it , through my "anonymous sources," Lorraine is waaaay off about a few things.

The girls she mentioned haven't worked @ Twiggy's, a Black strip club in G'boro, for a # of years, so there isn't any connection between the story except that the dancers happened 2 work there. 1 dancer mentioned, hasn't worked there 4 @ least 8 years, another about 5 or 6 years, and the other 1 has been locked up for almost 2 years and worked there @ different times.

So this club, as far as it is known, wasn't invovled in the drug organization sh*t. If it was, it would have been shut down years ago, along w/ the drug dealer in question.

It looks like since it was Black cops, Black strippers were the 1's being involved.

I want my Pulizter 4 breaking this story!!

Adult businesses challenge restrictions

By Eric Swensen, Staff Writer

GREENSBORO -- A group of adult businesses has filed a federal lawsuit challenging the city of Greensboro's right to enforce rules that would require many of them to close or move. The plaintiffs include five companies now doing business in Greensboro -- Christie's Cabaret, Southside Johnny's, Chester's Premier Gentlemen's Club, Harper's II Gentlemen's Club and Harper's Exotic Car Wash. A sixth plaintiff, Simply Explicit LLC, intends to open an adult video and book store on Wendover Avenue, according to court documents. In October 2001, City Council voted to ban sexually oriented businesses within 1,000 feet of churches, schools, day-care centers, parks or property zoned residential. Council's 2001 vote also eliminated rules that allowed those businesses already located in areas of the city that didn't meet the new regulations to stay in their existing locations, instead giving them two years to close or relocate. In February 2004, City Council amended the city's sexually oriented business rules to allow adult businesses in areas of the city designated for heavy industrial uses.

Sexually oriented businesses were given until Feb. 3, 2006, to comply with the amended rules. Zoning administrator Bill Ruska said Friday it appears that 13 sexually oriented businesses in the city would have to move, modify their business or close to comply with the city's regulations. Unless a judge issues an injunction, city attorney Linda Miles said the city plans to enforce the regulations. The city would begin with fines before moving to close down businesses, said assistant city attorney Blair Carr. Any move to close noncompliant businesses wouldn't happen until after the court case is completed, Carr said.

Attorneys for the adult businesses argue that they're being unfairly singled out because other businesses are allowed to stay in their current locations even if they don't meet new rules in the development ordinance. They argue in their filing that the city's rules are unconstitutional for curtailing the businesses' free expression and free-speech rights and for restricting speech based on its content. The adult businesses' attorneys also argue that the new rules were adopted despite a lack of evidence for the need to further regulate sexually oriented businesses. The adult businesses are seeking a permanent injunction against the enforcement of the city's rules and attorneys' fees and costs. The city believes it can regulate the locations of sexually oriented businesses because the rights of neighbors to be free of the effects of the businesses, such as increased crime, outweigh the businesses' free-speech rights, Carr said.

As for the claim that the regulations were adopted despite a lack of evidence that they're needed, Carr said the city's legal staff is "confident we adequately advised City Council before they made a decision." Carr declined further comment on that aspect of the lawsuit because litigation is pending. When the city faced a similar federal lawsuit from a group of adult businesses in 2003, the city's evidence included police logs that showed numerous emergency calls to and near adult businesses in the city. The minutes from City Council's Feb. 3, 2004, meeting where the revised sexually oriented business regulations were adopted show that council members were presented with reports on the topic. This is the second time a group of adult businesses have filed a lawsuit challenging the city's right to limit where they can operate.

In 2003, a group of adult businesses filed a lawsuit challenging the city's regulations of sexually oriented businesses, and the city agreed at a judge's request to delay enforcing the new regulations pending the outcome of the court case. A month after City Council approved changes to regulations dealing with sexually oriented businesses, the city and the adult businesses suing the city mutually agreed to dismiss the lawsuit in March 2004.
