Deputy Secretary of State Randall L. Tobias submitted his resignation Friday, one day after confirming to ABC News that he had been a customer of a Washington, D.C. escort service whose owner has been charged by federal prosecutors with running a prostitution operation.
Tobias, 65, director of U.S. Foreign Assistance and administrator of the U.S. Agency for International Development (USAID), had previously served as the ambassador for the President's Emergency Fund for AIDS Relief.


A State Department press release late Friday afternoon said only he was leaving for "personal reasons."



On Thursday, Tobias told ABC News he had several times called the "Pamela Martin and Associates" escort service "to have gals come over to the condo to give me a massage."
Tobias, who is married, said there had been "no sex," and that recently he had been using another service "with Central Americans" to provide massages.



Tobias' private cell number was among thousands of numbers listed in the telephone records provided to ABC News by Jeane Palfrey, the woman dubbed the "D.C. Madam," who is facing the federal charges. In an interview to be broadcast on "20/20" next Friday, Palfrey says she intends to call Tobias and a number of her other prominent D.C. clients to testify at her trial.



"I'm sure as heck not going to be going to federal prison for one day, let alone, four to eight years, because I'm shy about bringing in the deputy secretary of whatever," Palfrey told ABC News. Palfrey maintains she ran a sexual fantasy business that was legal and that if any of the women who were working for her had sex, they did so in violation of her rules and without her knowledge. She says there are a number of other prominent Washington, D.C. men who will be on her witness list. "I'll bring every last one of them in if necessary," Palfrey said.


As the Bush administration's so-called "AIDS czar," Tobias was criticized by some for emphasizing faithfulness and abstinence over condom use to prevent the spread of AIDS.In a 2004 interview, Tobias explained his approach as "A and B and C. . . Abstinence works. 'Be faithful' works. Condoms work. They all have a role. But it's not a multiple choice, where there is only one answer." As a top official overseeing global AIDS funding to other countries, Tobias was responsible for enforcing a U.S. policy, enacted during the Bush administration, that requires recipients to swear they oppose prostitution and sex trafficking. USAID adopted a similar policy in 2004.


At an April 18 speech, Secretary of State Condoleezza Rice praised Tobias' work. "Randy Tobias has indeed had many roles in his life, but none more important than the roles he's played in government, where he has been someone who has been most involved in organizing America's compassion to the world."A biography of Tobias was removed from the USAID Web site, but an archived version shows that before joining the State Department, Tobias had been CEO of drug manufacturer Eli Lilly Co. and AT&T Communications and served on the board of trustees for Duke University, including three years as its chair. In 2003, he co-wrote a book on leadership lessons with his son, Todd, entitled, "Put the Moose on the Table." Indiana University, whose publishing arm produced the volume, is also home to the Randall L. Tobias Center for Leadership Excellence. Along with his wife, Marianne, Tobias donated over $100,000 to Republican candidates and political committees, according to the campaign finance Web site OpenSecrets.org. Tobias is the second prominent man to be identified as a customer of the Palfrey's "sexual fantasy service." Two weeks ago, Palfrey alleged that military strategist Harlan K. Ullman, creator of the "shock and awe" combat theory and now a scholar with the Center for Strategic and International Studies, was also a customer.



Ullman has said that the claim was "beneath the dignity of comment."Palfrey is expected to appear in court on Monday, to request permission to replace her criminal defense attorney, currently a federal public defender.

Playboy Playmate Busted on Cocaine Trafficking

CHARLESTON, S.C. — A woman who was the December 2006 Playboy Playmate of the Month and a personal trainer, both of Atlanta, have been charged with trafficking cocaine after police say maids discovered a kilo of the drug in their hotel room. Kia Terrell Drayton, 24, and Otis Leon Story, 33, were arrested as they left their room at the Residence Inn near North Charleston Coliseum on Wednesday morning, according to arrest warrants. Both also are charged with possession of a firearm during the commission of a violent crime. Their bail was set at $2.2 million each and they remained in jail Thursday night.

Drayton identified herself as a Playboy employee during her hearing. According to police reports, housekeeping staff started cleaning Drayton's room thinking she had checked out. They discovered a black gym bag left on top of a hotel safe and found a brick-shaped package wrapped in duct tape inside the safe. According to police reports, the staff called officers after unwrapping the package and finding a powdery white substance. Police watched the room and when Story left the room with a black bag, officers stopped him and found the brick that had been in the safe, according to affidavits supporting the arrest warrants.

Police say when they searched the gold Cadillac Escalade Drayton was driving, they found two handguns, a .40-caliber Glock 22 and a .357-caliber Glock 32. Police said they seized 1,138 grams of cocaine.

Hollywood- [TMZ.com] TMZ has learned that the television show "Entourage" is using uber porn star Ron Jeremy's Los Angeles apartment for production during their new season, and they're paying him $500 dollars a day for the curious privilege. TMZ spoke to Jeremy who told us "They are using both of my balconies." He also described how the crew from the hit show cleaned over five years of bird droppings from his balconies! LOS ANGELES - A man who hosted a hip-hop themed Playboy Channel program was sentenced today to more than 11 years in federal prison for his role in a ring that used women posing as models to smuggle Ecstasy. Kenneth Cecil Francis III, who featured hip-hop stars on his program "Buckwild," was arrested in May 2006 at Los Angeles International Airport when he arrived from a trip to Europe with Snoop Dogg, a U.S. Immigration and Customs Enforcement official said. Francis, 38, who has been jailed since then, pleaded guilty last year to conspiracy to import Ecstasy. Authorities have said that in 2000 and 2001, the ring in which Francis took part smuggled hundreds of thousands of Ecstasy tablets from Europe into the United States.




The female couriers told authorities they had been instructed that they were smuggling diamonds, Assistant U.S. Attorney Cheryl Murphy said. In reality, the gift-wrapped packages they carried contained as many as 65,000 tablets of the club drug, which were later sold in Los Angeles and New York, authorities said. The ring was able to smuggle "significant quantities" before the scheme was uncovered, according to Kevin Kozak, the head of the U.S. Immigration and Customs Enforcement investigations office in Los Angeles. Before he was sentenced, Francis told U.S. District Judge Manuel Real that he "got involved in this whole drug-smuggling conspiracy by wanting to start my own business, which was a modeling business." He said he originally thought the models were actually going to Europe to do photo shoots, but that he later learned about the smuggling.




Real appeared unswayed, and imposed the 135-month term with little comment.Attorneys for Francis were seeking a much shorter prison term of 51 months. Outside court, one of his lawyers, Kiana Sloan-Hiller, said Francis will appeal the sentence. The investigation began in 2001 when one of the couriers was stopped at New York's John F. Kennedy International Airport after arriving on a flight from Amsterdam. Prosecutors say the leader of the ring was Ronald Joseph Samuel, who was editor-in-chief of the hip-hop magazine UNleased. Samuel has pleaded guilty in the case and is awaiting sentencing, Murphy said. Seven other defendants in the case have been sentenced to terms ranging from 37 to 109 months, the prosecutor said.

[E Commerce Times]- The Chinese government on Thursday announced a six-month campaign to eliminate from the country Internet pornography and other material considered objectionable. The effort will also target illegal online lotteries and contraband trade, fraud and "content that spreads rumors and is of a slanderous nature," according to Zhang Xinfeng, China's vice minister of the Ministry of Public Security.Chinese government departments, including the Chinese Ministry of Public Security, began a six-month campaign Thursday to eliminate pornography and other material from the Internet in China, according to reports from the Xinhua News Agency. Some 137 million Chinese use the Internet, second only to the United States. Young Chinese people make up the overwhelming majority of those online. The Chinese government, Xinhua reported, believes users need to be protected from what it views as negative online influences." The boom of pornographic content on the Internet has contaminated cyberspace and perverted China's young minds," said Zhang Xinfeng, vice minister of the Ministry of Public Security.
During the next six months, the Chinese government's ministries will concentrate their efforts on removing illegal online activities, including the distribution of pornographic materials; the organizing and promotion of so-called cyber strip shows and prostitution; and the eradication of sexually explicit images, stories, audio and video clips from the Internet. The purge will also target illegal online lotteries and contraband trade, fraud and "content that spreads rumors and is of a slanderous nature," Zhang added." The inflow of pornographic materials from abroad and lax domestic control are to blame for the existing problems in China's cyberspace," Zhang noted.Xinhua reported that the Beijing Reformatory for Juvenile Delinquents found that 33.5 percent of its detainees were influenced by violent online games or salacious Web sites when they committed crimes such as robbery and rape.
Stiff PenaltiesNearly rendered a nonissue under communist leader Mao Zedong, who outlawed pornography along with other vices, online pornography is an ongoing issue in China, where purveyors of content sometime face harsh sentences as a result of their activities.One Web site operator, Chen Hui, received a life sentence in November 2006. Called the largest porn site in the country, Chen's operation hosted more than 600,000 registered users, who were able to access more than 9 million pornographic images.Zhang Yuancheng received a four-year prison sentence following his 2006 arrest for operating two "cyber strip show" sites. The site earned some US$1,300 a day from its 4,000 registered members and 400 dancers. Another operator known only by the surname Li, according to Xinhua, ran a pornographic site with more than 260,000 members. Li was sentenced to four years in prison."Pornography is illegal in China," Michael Cai, an analyst at Parks Associates Latest News about Parks Associates who is also a Chinese citizen, told the E-Commerce Times. "Those kind of severe sentences are not uncommon and the government has very tight control."

Strip clubs take city to court

By Jonathan D. Jones Staff Writer


GREENSBORO — The city's long-running effort to limit sexually oriented businesses landed back in federal court Friday, less than a month before a handful of strip clubs would have to close under an ordinance passed in the fall. Five Greensboro exotic dance clubs filed a lawsuit in U.S. District Court in Greensboro asking that the ordinance be struck down on constitutional grounds. The suit is similar to one filed two years ago. At issue is the city's ability to restrict the locations of sexually oriented businesses. An outright ban would be unlikely to survive a court challenge, based on precedents.

The City Council has tried for years to force the businesses from some main commercial corridors by limiting how closely they can operate to churches, schools, homes and each other. This leaves sites mostly in heavy industrial zones. In Friday's suit, the clubs' owners said their businesses, some of which have been in the same locations for decades, would not survive such a move. "I would not relocate the club to any of these sites because I believe my customers would not patronize a business in these locations, in some cases due to the remoteness of its location, and in others due to the perception of it being a run-down or perhaps dangerous part of town," Carl Edward Collins, the owner of Harper's II and Harper's II Exotic Car Wash, said in court filings. When zoning changes were made in the past, existing businesses would be allowed to remain, Councilwoman Sandy Carmany said. But when the council began pushing five years ago to remove sexually oriented businesses from parts of the city , it opted to give them a set amount of time to recoup any expenses before forcing them to move or close. "The most we can legally do is put requirements on where they can operate," Carmany said. "That's what we have successfully done." In the previous lawsuit, U.S. District Judge William Osteen Sr. ruled in September in favor of the clubs. He ruled the ordinance as written only applied to new clubs; he did not address the distance restrictions. After Osteen's ruling, the city appealed to the 4th Circuit Court of Appeals in Richmond, Va., which has yet to hear the case. Meanwhile, the council passed a new development ordinance that specifically included existing businesses.That ordinance, which passed Nov. 7, gave existing clubs six months to comply or shut down. Effectively, it would force all five of the clubs to close May 7, the owners argued in court filings Friday. They are seeking an injunction to stop the city from shutting them down as well as a ruling about whether the ordinance violates the U.S. Constitution. The clubs argue that the ordinance harms erotic expression in Greensboro, violating the First Amendment.

Friday's lawsuit comes as no surprise. The clubs sued in 2003 and 2005, again within weeks of previous city deadlines for moving or shutting down. The push to limit the businesses began when the city had several strip clubs and massage parlors operating along High Point Road. The corridor is heavily used by visitors to the Greensboro Coliseum and the Koury Convention Center. "Greensboro prides itself on being family-friendly," Carmany said. "These are not something that most families want their children to be exposed to."
