The United States adult film industry produces 4,000–11,000 films and earns an estimated $9–$13 billion in gross revenues annually. An estimated 200 production companies employ 1,200–1,500 performers. Performers typically earn $400–$1,000 per shoot and are not compensated based on distribution or sales.

Los Angeles County is the largest center for adult film production worldwide. In 1988 the California Supreme Court, in People v. Freeman, found adult film production to be protected as free speech under the First Amendment, since such films were not considered obscene based on prevailing community standards.

Unlike other legal but highly regulated activities such as gambling and commercial sex work in Nevada, the adult film industry was legalized in California through case law, not by statute, and has for the most part escaped governmental oversight. Regulation of the industry has been limited to prevention of child pornography. Title 18, Section 2257 of the United States Code of Regulations explicitly prohibits performers under age 18 and provides for civil and criminal prosecutions for any violation. Adult film production companies are required to have a Custodian of Records to document and retain records of the age of all performers, to enforce the age entry restriction.

Adult film performers engage in prolonged and repeated sexual acts with multiple sexual partners over short periods of time, creating ideal conditions for transmission of HIV and other sexually transmitted diseases (STDs). All the more concerning, high-risk practices are on the rise.

These practices include sex acts that involve simultaneous double penetration (double-anal and vaginal–anal intercourse) and repeated facial ejaculations. At the same time, condom use is reportedly low in heterosexual adult films—approximately 17% for adult performers. In 2004, only two of the 200 adult film companies required the use of condoms for all penile–anal and penile–vaginal penetration [2]. Performers report that they are required to work without condoms to maintain employment.

These practices lead to high transmission rates of STDs and occasionally HIV among performers. After four performers contracted HIV in 1998, Sharon Mitchell, a former adult film performer, founded Adult Industry Medical (http://www.aim-med.org), a clinic to counsel and screen performers monthly for HIV using a PCR test.

It was expanded later to include other STD testing. The testing program began as an effort to reduce transmission of infections through early diagnosis, treatment, and “quarantine” should a performer test positive for HIV. Performers are required in most cases to pay for all screening tests, and to sign a consent form that permits disclosure of their test results to other performers and producers before filming. Both of these practices are explicitly prohibited under California Occupational Safety and Health Administration (Cal/OSHA) regulations.

HIV-positive female performers are permanently excluded from participating in adult films.

The current practice of periodic HIV and STD testing may detect some disease early, but often fails to prevent transmission. The most recent HIV outbreak occurred when three performers who had been compliant with monthly screening contracted HIV in April of 2004. At that time, a male performer who had tested HIV negative only three days earlier infected three of 14 female performers.

Other STDs are also highly prevalent in the industry. Among 825 performers screened in 2000–2001, 7.7% of females and 5.5% of males had chlamydia, and 2% overall had gonorrhea. These rates are much higher than in patients visiting family planning clinics, where chlamydia and gonorrhea rates were 4.0% and 0.7%, respectively. Some might argue that this program of STD testing keeps rates of HIV and other STDs lower than in other sex-related industries, and in fact, a recent study of prostitutes in San Francisco found 6.8% and 12.4% positivity rates for chlamydia and gonorrhea, higher than rates in the adult film industry.

Between January 2003 and March 2005, approximately 976 performers were reported with 1,153 positive STD test results. Of the 1,153 positive test results, 722 (62.6 %) were chlamydia, 355 (30.8%) were gonorrhea, and 126 (10.9%) were coinfections with chlamydia and gonorrhea. Less is known about the prevalence and risk of transmission of other STDs such as syphilis, herpes simplex virus, human papillomavirus, hepatitis B or C, trichomonal infection, or diseases transmitted through the fecal–oral route.

Efforts to reduce the risk of HIV and other STD transmission must include the use of condoms. Even with the PCR testing currently used within the industry, a recently infected performer can test negative during the window in which they are highly infectious and go on to transmit the virus to others. A meta-analysis suggests that condoms are 90%–95% effective in preventing HIV transmission.

Condoms are especially important given the high-risk sex acts increasingly being performed in the industry. When looking at HIV exposure risks by site, receptive anal sex has the highest risk at 80 instances of transmission per 10,000 exposures, higher than needle stick injuries (10–50 per 10,000) or receptive vaginal penetration (10 per 10,000. Pre-existing infection with other STDs also increases the risk of HIV transmission. One study showed that the relative risk of HIV acquisition in a vaginal receptive partner increases 2- to 4-fold when the receptive partner is infected with herpes simplex type 2.

Performers may also be exposed to HIV and other STDs outside the workplace. Performers may be engaged in commercial sex work through escort services or use intravenous drugs, risking HIV and hepatitis C infection. The use of condoms would prevent performers who had acquired HIV and STDs outside the workplace from transmitting these infections to other performers in the workplace. Additionally, condoms would help prevent unwanted pregnancy and the complications of STDs, which include ectopic pregnancy, pelvic inflammatory disease, and infertility. Little is currently known about the prevalence of these diseases in performers.

The portrayal of unsafe sex in adult films may also influence viewer behavior. In the same way that images of smoking in films romanticize tobacco use, viewers of these adult films may idealize unprotected sex [16]. The increasingly high-risk sexual behavior viewed by large audiences on television and the Internet could decrease condom use. Requiring condoms may influence viewers to see them as normative or even sexually appealing, and devalue unsafe sex. With the growing accessibility of adult film to mainstream America, portrayals of condom use onscreen could increase condom use among viewers, thereby promoting public health.

In contrast to heterosexual adult films, homosexual-targeted productions more consistently require condoms. Due to the large number of HIV-positive performers, there is no requirement for HIV testing and condom use is the norm. Despite the ubiquitous use of condoms, homosexual adult movies are popular and profitable for production companies. In fact, there is some evidence that homosexual male audiences would not tolerate movies with unsafe sex, likely due to their proximity to many with HIV in the homosexual community. Some homosexual audiences regard watching sex without condoms as “watching death on the screen.

Legislators can look to Nevada for a model for the successful regulation of a legal sex-related industry. Since the institution of mandatory condoms in Nevada's brothels in 1988, not a single sex worker has contracted HIV. Workers must be repeatedly tested for HIV, syphilis, gonorrhea, and chlamydia to maintain a state health and work card.

There are numerous other international models for condom enforcement in sex work, from Mexico City to Amsterdam. While there is no clear model for mandatory condom use in adult film, Brazil boasts an 80% condom usage rate in their adult films, while still maintaining a large share of the international market as the world's second largest adult film industry [18]. This suggests that condom use in adult films does not have to erode profitability.

It is also possible to use filming techniques to reduce the visual effect of condoms, by using flesh tone–colored condoms or by digitally removing them post-production. Facial ejaculations could be simulated through the use of inert materials such as liquid antacids combined with filming techniques, which would eliminate any health risk to the performer.

Vivid Entertainment Group, one of the largest producers of adult film in the US, temporarily implemented a condom-only policy after the HIV outbreak in 2004 but has since reversed this company policy. Although some companies may voluntarily decide to be condom-only, it is unlikely that this industry will establish safer working conditions for employees without external regulation.

A state or national mandate would level the playing field for all companies and not give an unfair advantage to those who decide to produce films without condoms.

In California, every employer is required to ensure that employees have a safe working environment. In 1973, the California Occupational Safety and Health Act was enacted to assure “safe and healthful working conditions for all California working men and women by authorizing the enforcement of effective standards, assisting and encouraging employers to maintain safe and healthful working conditions, and by providing for research, information, education, training, and enforcement in the field of occupational safety and health.

Each employer must establish, implement, and maintain a written Injury and Illness Prevention Program according to Title 8 of the State Code of Regulations.

This includes components for training programs and disciplinary actions. Employers must protect employees from blood-borne pathogens and not discriminate against employees that complain about safety and health conditions. Companies are required to prevent workers from coming into contact with blood or other potentially infectious material, including semen and vaginal fluid, and to provide post-exposure prophylaxis. Universal precautions, which assume all material is potentially infectious, are part of the blood-borne pathogens standard.

In the health care setting, it is hard to imagine a clinic or hospital not providing and requiring its employees to wear gloves or other personal protective equipment. If a health care worker has a needle stick or other potentially infectious fluid exposure on the job, systems are in place to rapidly and effectively treat the employee to prevent transmission of HIV and other infectious diseases. Although a legal industry, adult film has allowed consistent exposure of its employees to HIV, hepatitis, human papillomavirus, herpes simplex virus, chlamydia, gonorrhea, and other diseases without liability or worker recourse.

Cal/OSHA has recently made recommendations specific to adult film to protect performers from acquiring sexually transmitted infections. This includes the use of personal protective equipment (condoms and dental dams) as barriers, simulation of sex acts post-production, and ejaculation outside the partner's body. In addition, post-exposure prophylaxis after possible exposure to pathogens such as hepatitis B and HIV would be required.

This would greatly reduce transmission of HIV and other STDs and would likely prevent transmission in cases where a screening test does not detect an infected performer. Cal/OSHA also requires a procedure for exposure incidents when an employee has contact with potentially infectious material. The employer must provide a medical evaluation and follow-up at no cost to the employee. The final component is a requirement that each employee receive training about blood-borne pathogens, including how they can protect themselves against infection and what to do if they are exposed.

Mandatory reporting in California is required for chlamydia, gonorrhea, HIV, syphilis, chancroid, non-chlamydial non-gonorrheal urethritis, and pelvic inflammatory disease. The Los Angeles County Department of Public Health has monitored the industry to assure that performers receive adequate treatment and follow-up for STDs and has endorsed external regulation of the industry that would require condom use, STD screening, and education to prevent STD transmission.

Recognizing that local regulations would have limited impact and seeking to establish existing standards for work health and safety in the industry, officials from the Los Angeles Department of Public Health requested an investigation of the April 2004 HIV outbreak. In September of 2004, Cal/OSHA fined the two production companies in the outbreak $30,560 each for failure to comply with blood-borne pathogen standards.

Having established that regulation does apply to the industry, enforcement of the workplace standards is now the issue. OSHA is limited by the number of enforcement officials and therefore will only act in response to a complaint. Workers may be unaware of their rights or reluctant to file a complaint for fear of loss of employment or employer retaliation.

Response from California legislators has been limited. In June of 2004, Assemblyman Paul Koretz, Chair of the Assembly Committee on Labor and Employment, organized an informational hearing in the San Fernando Valley to consider the feasibility and potential impact of mandating HIV/STD screening and condom use.

The hearing, entitled, “Worker Health and Safety in the Adult Film Industry,” drew together officials from Cal/OSHA, the Los Angeles Department of Public Health, the California Department of Health Services, the American Civil Liberties Union, and the industry trade organization, Free Speech Coalition. In response to the hearing, Assemblyman Koretz sent a letter to 185 adult film production companies urging them to adopt condoms or face legislative action.

Two years later, this letter has had little to no effect and the adult film industry continues to produce the great majority of films without condoms. In October of this year, a multi-stakeholder meeting was convened at the University of California to readdress the issue of worker safety. A group of 65 participants including performers, industry executives, state and local health officials, and legal representatives spent the day debating the controversies and difficulties of mandated STD screening and condom regulation.

Concerns were raised about the industry going underground or moving out of state should there be a state but no national requirement. Many present felt it would be difficult to regulate small production companies that distribute their films primarily via the Internet. There was an emphasis on the need for a multi-faceted solution that involves the extension of existing worker protection to this industry with better enforcement, the organization and potential unionization of performers, increased public awareness, and thoughtful legislation.

Potential Polic Changes:

* National legislation that includes regulation of internet-based adult films
* Mandatory condom use with condom seal of approval
* Film rating system based on set safety criteria
* Licensure of performers
* STD testing paid for by the industry
* Vaccinations against human papillomavirus and hepatitis B and post-exposure prophylaxis paid for by the industry
* Education and training of all workers and employees
* Legal age of performers raised from 18 to 21 years old
* Drug testing of performers

The Future

Lacking the will or ability to regulate itself, the adult film industry needs state and federal legislation to enforce health and safety standards for adult film performers. Local officials lack the authority to impose fines and Cal/OSHA's monitoring and enforcement capability is limited.

Short of legislation mandating performer protection, restricting distribution of adult movies to condom-only films may be the one way to have an impact on the industry.

If there were organized and truly effective advocacy for performers, then large hotel chains, video retailers, and cable networks could be pressured to purchase adult films under a condom-only “seal of approval.”

Alternatively and more effectively, legislation could require that the Custodian of Records (already required under Federal law) maintain documentation of screening tests and condom usage in a film's production. Distribution could be restricted to those films produced pursuant to the standard prior to any sale to cable companies or hotel chains, over the Internet, or in other markets.

While some argue that adult film will go underground if condoms become mandatory, it is hard to imagine that a legal multi-billion dollar industry would disappear.

Distributors and production companies have become so entrenched in Southern California that it seems unlikely that they would move to another location or go clandestine.

Adult film is now so accepted and widespread that it cannot easily escape regulation, especially now that is so readily accessible on the Internet, cable networks, and in most major hotels. Unfortunately, the growing popularity of adult film has not translated into safer working conditions for performers. It is unethical for industry executives, legislators, and consumers to continue to enjoy the profits, tax revenues, and gratification of adult film without ensuring the safety of performers.

The fund manager, the stripper and the missing millions

Canada- Canada's hedge fund industry has its share of rogues, but few are as colourful as Paul Eustace.

By his own admission in a deposition filed in court, Mr. Eustace lied to investors, lost $208-million (U.S.) in his hedge funds and stole roughly $2-million of client cash. He has also acknowledged cheating on his wife with a stripper for years and using investor money to give his lover $1-million worth of gifts including paying for breast augmentation surgery.

Now Mr. Eustace, 42, faces the prospect of going to jail over allegations he violated court orders and used money that belonged to creditors to cover personal expenses such as tuition for his children's private school.

“Eustace's varied and endless acts of fraud were perpetrated on such a grand scale that it has not only cost innocent investors hundreds of millions of dollars, but has helped to cast a dark cloud over the entire hedge fund industry,” alleges a motion filed in a U.S. court this week by a receiver who is searching for assets.

Mr. Eustace, who lives in Oakville, Ont., was unavailable for comment but in court filings he said he didn't know about some of the court orders and was only trying to pay legal bills.

Little was known about Mr. Eustace until June 23, 2005, when regulators in the United States and Canada shut down his company, Philadelphia Alternative Asset Management Co. (PAAM), and froze his bank accounts.

Mr. Eustace is an American and while he ran PAAM out of Oakville, it had operations in Philadelphia. The U.S. Commodity Futures Trading Commission has since banned Mr. Eustace for life from “engaging in any commodity-related activity.”

The company collapsed into receivership in Philadelphia and the receiver, Clark Hodgson, has filed a series of lawsuits in a bid to recover assets. Hundreds of pages of documents filed in court this week by the receiver's lawyers revealed new details about Mr. Eustace and how he allegedly operated.

Mr. Eustace grew up in Connecticut and got a job with an accounting firm after graduating from the University of Pennsylvania in 1987.

In 1990, he joined Trout Trading Co., a Chicago-based hedge fund founded by his childhood friend Monroe Trout. Mr. Trout sent him to Toronto to set up a subsidiary and Mr. Eustace moved to Oakville with his wife and two children.

In his spare time, Mr. Eustace frequented the Locomotion Cabaret in Mississauga where he met Denise Nadeau, a 21-year-old stripper.

Soon Mr. Eustace was buying Ms. Nadeau expensive gifts, paying for her breast surgery and taking her on trips to New York and Bermuda, where Trout had an office. But Ms. Nadeau's presence in the Bermuda office rankled Mr. Trout and in 1998 he fired Mr. Eustace.

In court filings, Mr. Eustace said he left Trout with nearly $10-million and set up a company called Windas Ltd., naming Ms. Nadeau as a director. Windas didn't last long and in 2000 Mr. Eustace founded a hedge fund called Option Capital Fund with the backing of a few investors including the estate of his dead mother.

It wasn't long before he set up PAAM and opened an office in Philadelphia with the help of a university friend who was in the commodity business. The company managed to attract some prominent directors including John Wallace, vice-chairman of the Philadelphia Stock Exchange.

Mr. Eustace was a generous boss. Salaries for some junior employees reached $275,000 and many received free cars, according to the court filings. When a friend told him about her difficult divorce, Mr. Eustace bought her a new Volvo. His own salary topped $2-million annually.

While PAAM grew, Mr. Eustace's personal life deteriorated. His relationship with Ms. Nadeau soured and she allegedly threatened to tell his wife about their affair unless he gave her money. Mr. Eustace allegedly paid Ms. Nadeau as much as $50,000 at a time and bought her a house and appliances. He also allegedly gave $87,000 to a man named Zack who had threatened to kill Ms. Nadeau unless she repaid a loan.

The receiver estimated the total amount he spent on Ms. Nadeau exceeded $1-million.

By 2005, Ms. Nadeau wasn't his only problem. His funds, which had nearly $300-million in total assets, tanked mainly because Mr. Eustace had made a wrong call on U.S. interest rates.

Rather than tell investors the truth, Mr. Eustace admitted in court filings that he sent fake monthly statements showing strong growth. He also acknowledged taking investor money to pay his salary.

By the time the CFTC moved in, more than $200-million had evaporated. Mr. Eustace insisted he could have turned things around by August if regulators had held off.

The receiver alleges Mr. Eustace hid assets that belonged to investors after PAAM collapsed. He allegedly sold a Rolex watch, a Porsche and company computers containing reams of client data, pocketing all the cash. The receiver wants him jailed until he provides a full accounting for his assets.

While the legal saga plays out, Mr. Eustace remains in Oakville with his family. He also has a job, working for $25 an hour (Canadian) as a bookkeeper at a law firm.

Monterey Herald Adds New Details in Haley Paige/Chico Wang Deaths; Stolen Vehiclke Involved

King City, CA- A couple that checked into a King City motel in August and died within weeks of each other had ties to the adult film industry.

Speculation about how they died has been rampant on Internet blogs and among porn industry insiders since adult film actress Maryam Irene Haley — known in the porn industry as Haley Paige — died on Aug. 21 at Mee Memorial Hospital in King City. She was 25.

Her husband, X-rated movie director Inkyo Volt Hwang, known sometimes as "Chico" and also as "Wanker Wong," was found dead on Sept. 29 at a motel in Morgan Hill. He was 38.

Capt. Bruce Miller of the King City Police Department said Haley and Hwang checked into the Motel 6 in King City on Aug. 20. A clerk contacted at the motel on Friday had no recollection of the couple.

"My understanding is they were returning to the San Diego area and we were a stopover," said Miller.

About 2:30 p.m. Aug. 21, Miller said, his department responded to a call from the emergency room at Mee Memorial to investigate a suspicious death.

Miller said police had not made Haley's death public because, "it was just a suspicious death investigation.

Miller said Hwang, whom he called a person of interest in the investigation, was questioned at the time of Haley's death.

Miller said officers also searched the motel room where the couple was staying and that no drugs or weapons were recovered there.

He declined to say if any were found in the car Hwang and Haley were traveling in, but the vehicle was seized. It turned out the 2007 Toyota Corolla had been reported stolen on July 23 by Enterprise Rent-A-Car in Nevada after it was not returned, Miller said.

After the interview with police, Miller said Hwang was arrested and booked into Monterey County Jail on suspicion of possessing a stolen vehicle. He was also booked on suspicion of murder, but according to jail staff members, records show Hwang was released on Aug. 24 because no charges were filed against him within the required 48 hours.

"We have not determined if it was a homicide," Miller said, adding that the case remains open as they await a final autopsy report.

"After his release, I believe he returned south and contacted his relatives," said Miller.

Detective Gary Wheelus of the Monterey County Sheriff's Coroner Division said he was in the process of completing the report Friday. The cause of death will be listed as undetermined, he said.

"There is no way to guess," he said.

The examination showed no signs of trauma or injuries, he said, and toxicology reports showed Haley only had a minimal amount of methadone in her system. He declined to say exactly how much.

Miller said that during their investigation, they were told Haley had a heroin addiction, but because he was not the investigating officer, Miller said he could not say who had told them that or if it had been confirmed.

The primary investigator was not available to comment Friday, Miller said.

Wheelus said that depending on a person's prior history of drug use, even a small amount of methadone could be lethal.

"What will kill one person won't even hurt another," he said.

Wheelus said it was Hwang who took Haley to the hospital after he found her unresponsive in the motel room where they were staying.

Miller said Haley had no pulse and wasn't breathing when she arrived at the emergency room. The actress was later pronounced dead.

Haley got her start in the adult film industry in 2000 when she worked at a video rental store and answered a newspaper advertisement for a nude model.

In 2005 she was named the year's Unsung Siren by the X-Rated Critics Organization, according to her Web site.

She appeared in more than 300 adult movies, according to the Adult Video News Media Network.

Haley also directed a movie in 2006 and had aspirations of becoming a psychologist or sex therapist after her career in the adult movie business, her Web site states.

Less than three weeks before her death Haley and Hwang were married.

Susan Wohlbrandt, spokeswoman for the Clark County Recorder's Office in Nevada, said the ceremony took place on Aug. 2 at the Las Vegas Garden of Love.

On the marriage certificate, Hwang listed his residence in Canoga Park; Haley listed hers in Woodland Hills.

Police said they don't know why Hwang was in Morgan Hill.

Cmdr. Joe Sampson of the Morgan Hill Police Department said Hwang checked into a room at the Economy Inn on Sept. 28.

The next day, a manager knocked on the room door to ask Hwang if he wanted to stay another night, but after getting no response, the police were called, said Sampson.

When they went inside the room, they found Hwang's body.

"He was halfway in the bed halfway out sort of straddling it," said Sampson. "He was fully clothed."

Sampson said there were no signs of injuries or trauma and that Hwang's death did not appear to be suspicious.

He said it appeared Hwang had been alone in the room and that no drugs or weapons were recovered from the room.

The Santa Clara County Medical Examiner's Office on Friday said a determination of the cause of death was pending.

Miller said Hwang's death doesn't change their investigation into the death of Haley.

"It's still open until we get the test results from the coroner."

Police Harassment Continues in Pure Bliss Case; Cops: "You Got Animal Videos Don't You?"

Wilmington, North Carolina- Pure Bliss store owner Greg Sakas was due in court twice this week in two different cases.

Sakas' New Bern, North Carolina store was raided by police in January. Then cops paid another visit to Sakas' story in September. Sakas is looking at contunuances in both the cases.

However, not content with that, an undercover cop paid a visit to another one of Sakas' stores- this one located in Wilmington, North Carolina. Sakas has stores throughout the state.

"This is freakin' getting worse," says Sakas summoning up his feelings about dealing with the police, particularly police chief Frank Palombo who's backed by the Christian Coalition. And Sakas feels this organization is behind the attempts to shut him down for good.

According to Sakas, his Wilmington store [which is located about 100 miles from the New Bern store] was visited Thursday by an undercover cop- a female.

"She came in and the first thing she said- and this is how stupid she was, oh I see that you got lingerie out here," states Sakas. "'Oh you've got nipples showing. You've got genitalia showing.'"

She was referring to the packaging from Dreamgirls.

"How obvious can you be?" Sakas laughs. "And she picked it up and goes, oh, I see you're showing genitalia on here."

Then she goes in the back of the store and goes, 'I'm looking for some Rush.' We don't sell that- this is the same thing they were trying to get us on in New Bern. And then she says, 'You don't have it anymore?' Did we ever? Isn't that illegal. Then she says 'how about head cleaner? I know you got that.' Then the manager told her, 'I don't know what you're talking about.'"

The undercover cop then asked about bestiality tapes.

"'You got animal videos don't you?'"

The cop was told of course not, that this was illegal.

"She said I'm sure you're carrying those. Then she says, 'Are you sure?' Then she left."

Then, said Sakas, the head of Compliance and Zoning, coincidentally, came into the same store Friday along with another person who began taking pictures.

"They were looking for the genitalia," muses Sakas. "Then they said to each other, apparently 'she' fucked up." She, meaning the undercover cops.

Sakas, of course, is looking at a case of obvious entrapment.

"And you don't think this is the Christian Colaition?" he asks rhetorically. "They're going after us first, and our attorney said they're trying to weaken us."

"I've got the lawyers in Buffalo [Paul Cambria's firm] working on a suit," says Sakas. "We're going to have to sue them. If I have to do this I'll do it. This is a concerted effort on their part to get to me first. This is turning out to be more than a New Bern-thing."

Sakas is convonced that he's the test case in a state effort to close down adult video shops.

"It's an all-out effort but we're the ones who got caught up in it in the beginning. But I'll take this on and do what I have to do."

In an unrelated case, Palombo's son was due in court this week the sameday as Sakas- on weapons and drug charges.

Nevada Police Arrest Man Who Allegedly Videotaped Himself Raping 3-Year-Old Girl

LAS VEGAS — A fugitive accused of raping a 3-year-old girl on videotape was arrested quietly during a traffic stop, telling the officer, "I'm tired of running," police said.

Chester "Chet" Arthur Stiles, 37, was pulled over late Monday in Henderson for not having a license plate. He admitted his identity after police said his license looked suspicious.

"He said, 'I'm Chester Stiles, the guy you're looking for,"' Henderson police Officer Mike Dye said. "He said, 'I'm tired of running."'

Las Vegas police Capt. Vincent Cannito said Stiles has been wanted since Oct. 5 on warrants issued for 21 felony charges in connection with the acts seen on the videotape. The charges include lewdness with a minor, sexual assault and attempted sexual assault.

The videotape, found in the rural Nevada town of Pahrump last month, had prompted an equally intense search for the young girl who appeared in it. Police with little to go on had encouraged news organizations to broadcast the haunting image of the 3-year-old. When the now-7-year-old was found on Sept. 28, authorities shifted their resources to finding Stiles.

Dye said he stopped Stiles at about 7 p.m. on a busy thoroughfare just outside Las Vegas driving a white sedan with no license plates.

Stiles, who had been portrayed by authorities as a dangerous, knife-wielding survivalist, provided an expired California drivers license with a photo that Dye said looked "suspicious."

"The picture on the license didn't quite match the gentleman in the vehicle," Dye said.

After further questioning, the officer said Stiles revealed his true name. Dye said Stiles cooperated and didn't resist. Dye called for backup and another officer arrived to handcuff Stiles.

Stiles was booked at the Clark County jail. He had not yet hired a lawyer or been assigned a court date, police said.

Stiles was already wanted on state and federal warrants in a case alleging he groped a 6-year-old girl in 2003. Police had received hundreds of tips on Stiles, who they believed might be dangerous and possibly armed based on earlier arrests.

Stiles' previous arrests included charges of assault, battery, resisting a police officer, auto theft, leaving the scene of an accident and contempt of court, authorities said.

He was convicted in 1999 in Las Vegas of carrying a concealed weapon, and in 2001 of conspiracy to commit grand larceny. Police were also looking into an allegation that he had sexually assaulted a young girl in 2001.

Nye County District Attorney Bob Beckett had said he was told Stiles was a "survivalist type" who always carried knife and had a Navy SEAL background.

The man who turned in the videotape, Darrin Tuck, 26, was arrested on a probation violation charge, and was likely to face pornography charges, Beckett said.

Chico Wang Found Dead in Motel Room

Morgan Hill, Ca - The identity of a man found dead in a motel room the afternoon of Sept. 29 has been confirmed, according to the Santa Clara County Coroner's Office.

Inkyo Volt Hwang, 38, [aka Chico Wang] was found in his room at the Economy Inn on Monterey Road after the manager of the motel was unable to get a response from him.

Hwang, who was found half-in and half-out of his bed, is believed to be a resident of Gardena, in Southern California. His death is not being considered suspicious by police. The cause of his death will not be released until the toxicology report is completed.

Hwang was "implicated" in the death of his girlfriend in King City this summer, according to King City police Sgt. Steve Miller. He would not release the name of the murder victim or other information about the case because the investigation is ongoing, he said.

Hwang may have been involved in making pornographic movies, according to Morgan Hill police, and likely was headed north due to the King City investigation.

DETROIT — A federal prosecutor accused of flying to Detroit last month to have sex with a 5-year-old girl committed suicide Friday in his cell in a Milan federal prison.
Assistant U.S. Attorney John D.R. Atchison was found unresponsive, taken to a local hospital and pronounced dead at 10:17 a.m., Federal Bureau of Prisons spokeswoman Felicia Ponce said.

Atchison, of Gulf Breeze, Fla., was being held in a special housing unit in the prison, about 36 miles southwest of Detroit.

The administrative detention area houses all levels of prisoners, and Atchison had a cell to himself, Ponce said.

An investigation into his death is under way, she said.
He was charged with three felonies, the most serious of which was crossing state lines with intent to have sex with someone under 12. A conviction had carried a minimum of 30 years in prison.

A statement released Friday by his lawyer, James Thomas, said Atchison had "done a lot of good in his life."

"Unfortunately, he is going to be judged by his most recent charges and what we have read in the media, and not by the goodness, hard work or by the love of his family."

The statement also said Thomas would file a request to have the case dismissed.
Atchison had attempted to hang himself with a bedsheet last month in a Sanilac county jail, but another inmate alerted guards who stopped the suicide attempt. He later was taken by U.S. Marshals to the Milan prison.

Three days before that suicide attempt, Atchison had assured a judge he would not harm himself.
The married father of three was a respected figure who coached girls' softball and basketball in a park a few blocks from his Gulf Breeze home. His office was in Pensacola.

But authorities say he had been communicating with an undercover sheriff's detective from Macomb County, Mich., who was posing online as the fictitious girl's mother and arranged for him to have sex with the child.
He was arrested Sept. 16 at Detroit Metro Airport carrying presents, including a doll and earrings, and sexual materials, officials said.

As a federal prosecutor, Atchison mostly worked on tax and financial crime cases. According to court records, it appears he never prosecuted child sex abuse cases.

Matthew Barrett accidently shows porn to schoolkids

A POLITICIAN in the US inadvertently projected a collection of pictures of naked women to high school students on a wall in the middle of a civics lesson.

The Ohio legislator, Matthew Barrett, was talking to the students about how a bill becomes law when he presented pornographic images instead of graphs to the class, Associated Press reported.

A police spokesman told AP that the memory stick containing the images and a computer were seized by officers and Mr Barrett was questioned about the incident.

Mr Barrett reportedly said that he heard “snickers” from some of the students when the images were displayed and that he immediately unplugged the memory stick.

He told AP that the school's technology director determined the stick had a directory of nude images in addition to his presentation on civics lessons.

"I have no idea where these came from," Mr Barrett said.

Lawyer says police wrong to raid Pure Bliss adult store

New Bern, North Carolina- A lawyer for Pure Bliss said Friday that his client may take legal action against the city of New Bern and its Police Department for a raid this week. The lawyer, Glenn Barfield of Goldsboro, represents store owner Greg Sakas of Goldsboro. Barfield said he thought there was an understanding with New Bern police that there would be no more raids until charges from a January raid were heard in court.

In January, Sakas and two others were charged with operating more than one adult business under one roof. Barfield said Friday that New Bern’s city Planning Department had never determined that Pure Bliss was an adult business. Mike Avery, New Bern city planner, referred all calls to City Attorney Michael Scott Davis. Davis said the Planning Department would take its direction from the district attorney.

Scott Thomas, Craven County District Attorney, said the January case would be prosecuted. “I have not seen the report of the latest case,” Thomas said. “The first I heard of it was by reading it in the newspaper.” Davis said that adult businesses must have a certain percentage of earnings from the non-adult portion of the store and a certain percentage of earning from “adult” items. He said the city does not employ forensic accountants and doesn’t have the staff to audit the store’s specific income. Pure Bliss does have a privilege license to do business in New Bern. It was issued to Sakas in March 2004.

According to a search warrant that police obtained for the latest raid, an undercover officer, Detective Malydia Owen, spoke with an employee of the company. Owen swore that the employee told her that the majority of the business profits came from the adult items in the back room and referred to the front of the business as being “lame.” Owen said the employee identified himself as a regional manager and said he worked in several stores (owned by Sakas). Owen was wearing a hidden recorder and other detectives electronically monitored the conversation from outside the business. “It appears the New Bern police are undertaking a campaign against what we sell,” Barfield said.

He said he thought the police action was a violation of the First and Fourth Amendments. The First Amendment guarantees free speech and the Fourth Amendment guarantees against search and seizures unless there is a probable cause. “If the state tries these cases, they will go higher than District Court where a judge decides innocence or guilt. There are complex statutes in this case that will be heard,” Barfield said. The Rev. Walter Leake of the Craven-Pamlico Christian Coalition said he has talked to police about Pure Bliss and voiced complaints. “We quietly picket the business on the fourth Sunday of each month, except during December, because of Christmas,” Leake said Friday.

The charges filed this week included counts of selling a controlled substance called “rush” in an inhaler. Barfield said the store does not sell “rush” and the charge is wrong. Owen swore in the warrant that she bought the product during two visits to the store. She said in affidavits that the store clerk told her the item was “rush” but the store had to market it as “Head Cleaner.”

The front part of the store sells lingerie and general tapes. Owen said an employ admitted her through an electronically controlled door to a room containing adult material. The store was open Friday with a full parking lot in spite of the fact that police say they confiscated several hundred adult videos and magazines. The January charges are scheduled to be heard Sept. 27. The latest charges are set to be heard Oct. 25.

In the latest case, Sakas, 59, was charged with maintaining a multi-adult establishment and selling a controlled substance. Store manager Michael Squires, 28, was charged with two counts of operating a multi-adult establishment and two c ounts of possession of a toxic substance and two counts of selling a toxic substance.

In Monumental Double Cross Greg Sakas Raided Again, Cops Cite "Controlled Substances"

New Bern, North Carolina- After assurances from authorities that his store was considered a demilitarized zone until issues could be resolved in court later this month, Greg Sakas' adult establishment was again raided by police. Sakas was due in court September 27 over a police raid in January. But now Sakas faces brand new charges: including the fact that he's been dealing, allegedly, in controlled substances with intent to sell. The so-called controlled substance is video head cleaner. "We've been raided again after promises were made," said Sakas. During the course of the raid, Sakas' store manager, Michael Andrew Squiers was arrested.

The police came with a warrant they had Squiers' name on it. "They knew his name, date of birth- everything- I don't know how they got all of that said Sakas. "They were getting ready to put him in a jump suit when we finally got him bailed out Tuesday night," continues Sakas. "And I'm waiting for an arrest warrant for me, now." Sakas said he wasn't able to bail out his manager initially but did so later in the evening when they had Squiers in the holding tank. Sakas said this was a manager who had started with him about three months ago and knew the situation from January.

"We had told him we had verbal agreements with the city. The bastards lied to us."

Sakas says his manager was charged on six different counts. "They actually had him on his knees in handcuffs and jerked him out of that store because he wouldn't cooperate. he's a strong man." "And they're saying we had a controlled substance," Sakas goes on to say. "They're calling it 'Rush' but it's video head cleaner. They're saying it's a controlled substance. If we had known this stuff was illegal we would never have sold it. They're calling it narcotics- but his bond was only $1,000. Does that make sense?"

According to Sakas, he can't get back into his own store, that cops have been there all night. "We think the phones are tapped- this has been an ongoing thing." Religious Right picketers had tried disrupting Sakas' business a couple of months ago but that didn't work. And Sakas has long suspected the police were behind that as well. "Now with us two weeks from going to court this has happened. They didn't have a case. And they're still in the store with forensics, everything. We have not been able to get into the store."

Police entered Sakas' store this time at 3pm, with Sakas noting the irony of it being 9/11. "This time they read the manager his rights and asked for his key," says Sakas. "When he refused to give them anything, they just carted him off to jail." According to Sakas, the cops sent in an undercover policewoman to make several hundred dollars of purchases in order to make a new case. "She bought the merchandise with narcotics money," Sakas contends. "It had to be her. They had been sitting across the street watching the store. It's been an ongoing thing, total harassment. If this isn't police brutality, what the fuck is it?"

"This was after the police chief [Frank Palumbo] was in a meeting where the D.A. and city attorney stated go on and operate and we'll see what we can do about working this out. And this is what was told, verbally, to my attorney."

"We're livid now," Sakas goes on to say. "They wouldn't put it in writing but they said, look, we won't do anything but we'd give you notice. They didn't give us notice and waited until 9/11 on top of that. How ironic is this whole thing." "This time is worse than the first- they've actually taken a full inventory. It's a mess." Sakas wasn't there when his store was raided. "They're trying to break me," states Sakas. "If they break me, where are we going with this? If people don't want to help, it's fine. It's really great. Because you know something? I don't know if I can hold down the fort through all of this any more, finncially. And they've got their foothold now."

Sakas estimates that cops have taken at least $50,000 in inventory from his store.

"And you think we're going to get anything back? The deposit from the previous night was not made. They wanted our money and everything. The manager refused to give them anything. He told them you're going to have to find it yourself. They're tearing that whole store apart. They are ransacking it."

"Everybody in North Carolina is now really open," Sakas thinks. "If they think they're not not, they're crazy as hell. I've got to try to find some people that are willing to help." Sakas said another of his employees- a clean up woman- was intimidated by police, thinking she was a clerk.

"They were going to arrest her, too."

Woman Solicited 10 Year-Old Girls for strip club at York fair

YORK, Pa. - Police were investigating reports that a woman at the York Fair tried to recruit girls as young as 10 to work at a strip club.

A 13-year-old girl told police that a woman propositioned her Wednesday at the fair about stripping at an Adams County club. "The woman did approach her and solicit her to engage in exotic/strip dancing , even after she was told (the girl) was 13," said West Manchester police Detective Sgt. Jeff Snell. The account matched those given by a bathroom attendant who said she overheard a similar conversation between a woman and two young girls the same day, he said.

The attendant intervened, telling the girls to go to their parents and ordering the woman out of the restroom. The girls told the attendant that they were ages 10 and 11, police said. The woman allegedly gave the girls a business card for an adult club in western Adams County, Snell said. Police have interviewed the woman, but did not release her name or the name of the club while they investigate what could be a corruption of minors case.

"We know there's additional victims out there," Snell said. "If they were approached by this woman, we want to know about it."
